COZUMEL, January 26 –  Through the Tourism Department and the Health Office the Cozumel City hall announced the name of the clinics where all visitors can have the COVID-19 test done, in order to meet the health regulations required by the CDC for travelers returning by air to their countries, such as the USA and Canada.  

As of Tuesday, all U.S. and Canadian tourists who visit Quintana Roo and are returning to their countries of origin, must present certified laboratory results of the anti-COVID-19 test in either of its two modalities: PCR or antigen, applied three days before their departure date.

Hardening health measures for people traveling back to the United States and Canada for business or tourism, was established by the Centers for Disease Control and Prevention (CDC), also providing a 14- ay quarantine.  

Therefore, the Municipal Health Office informed that Amerimed hospital, Costamed, Laclicsa laboratories, Farmacias del Ahorro, Médica San Miguel Clinic, Hospital Internacional and Dr. Simi’s Analysis are the places that offer the tests, highlighting that the first three clinics are registered before the Instituto de Diagnóstico y Referencia Epidemiológicos (InDRE)[Institute for Epidemiological Diagnosis and Reference] in Quintana Roo, while the rest are subrogated.

Some accommodation centers have implemented strategies that could facilitate tests for visitors. This could be done at the hotels where these visitors are staying or even be transported to the clinics; thus, the private sector and the government are supporting actions that give assurance and other municipal quality services. This allows  keeping the destination as a safe place, especially being one of the Mexican Caribbean destination with the lowest hotel occupancy with only eight percent.

LAKAM HA

The “Lakam-Ha Cozumel Villas” project intended to be built on the south coastal zone of the Island, does not have “green light” yet. While Guadalupe Álvarez Chulim, president of CITyMar, is confident that the biologist of SEMARNAT will be held accountable for approving the project despite infringing several environmental laws, the Cozumel City Council is answering a claim from by which the developer justifies inconsistencies in the MIA [Environmental Impact Assessment]. 

Guadalupe Álvarez Chulim, president of the environmental organization Cielo, Tierra y Mar A.C. (CITyMAR) in Cozumel, commends the City Government for firmly rejecting the project, assuring that simultaneous actions are also being taken against said project.

As part of the most recent complaints added against the Lakam Ha Cozumel case, the environmentalist was notified about the investigation carried out against biologist Araceli Gómez Herrera, head of the federal office in Quintana Roo, because the project she approved contravenes several  environmental laws in force; that is why the respective proceeding was filed before the General Department of Environmental Complaints, Claims and Social Participation of the Federal Attorney General’s Office for Environmental Protection (PROFEPA), thus informed the director of the aforementioned general department, Porfirio Ugalde Reséndiz.

Meanwhile, through the local Office of Legal Affairs led by Lenín Caamal González, the City Government issued an official response to the lawsuit filed before the Court of Administrative Justice by “El Jaguar, Servicios Inmobiliarios, S.A. de C.V.”, because the company was denied the permits that would allow it to begin works in the land polygon where the development will be located.

“The process could take well over a month because it would still be missing the introduction and examination of evidence (if any) as well as the report to finally reach the log-in deadline and prepare the draft of the proposed judgment. However, the first stage of response is still underway as it will be delayed due to the new health measures applicable in accordance to the COVID-19 pandemic tiered “traffic-light” monitoring system,“ said the lawyer.

It should be remembered that the Lakam Ha project was authorized on September 2020 through the Ministry of the Environment and Natural Resources (SEMARNAT). However, the City Government of Cozumel determined this project would not be allowed as it breaches several environmental statutes of the Environmental Impact Assessment (MIA). These were enough grounds for the current administration headed by Pedro Joaquín Delbouis, to reject the project, recalling that the purpose is to build on kilometer 18.244 in the south zone on  66 hectares (163.09 acres) owned by Gregorio Sánchez Martínez, former mayor of Cancun.

EXOTIC FAUNA

Germán Méndez del Castillo, environmentalist of Cozumel, considers it is important for researchers to monitor and carry out a census to identify which and how many individuals of introduced species could be living here, as well as detect the presence of a margay that was seen a few days ago because it could bring about an ecological imbalance with other species, including endemic ones.    

The interviewee assured that the data will be given to Ecology experts as well as to the Universidad de Quintana Roo for a possible monitoring or census, because the feline must have been illegally introduced and later released into the jungle where it now roams looking for food, which in turn would generate an ecological imbalance given that this is not its natural habitat.

Germán del Castillo explained that amongst this margay’s features, the size and colors were observed. These features suggest that the margay’s age somewhere between an infant and an adolescent; this could allow capturing it for its removal and thus take it to its natural habitat. However, he fears that if more information is shared, people may choose to  hunt this feline species and cause its death. So he believes that it is important for the authorities to take immediate steps to secure and relocate it, especially because in the area where it was sighted there is an important presence of endemic species.

COZUMEL, 26 de enero.- El Ayuntamiento de Cozumel,  a través de la dirección de Turismo y la subdirección de Salud, dieron a conocer el nombre de las clínicas donde todo visitante podría realizarse la prueba de detección de COVID-19, a fin de cumplir con las normas sanitarias que solicita la CDC para que los viajeros que retornen vía aérea  a sus países como USA y Canadá.

A partir del reciente martes, todos  los turistas estadounidenses y canadienses que visitaron Quintana Roo y que vayan a retornar a sus lugares de origen, deberán presentar el resultado certificado por un laboratorio de la prueba anti COVID-19 en cualquiera de sus dos modalidades: PCR o de antígeno, las cuales deberán de ser aplicadas con tres días de anticipación a la fecha de su vuelo.

El endurecimiento de las medidas sanitarias a las personas que salen de viaje por negocios o turismo de Estados Unidos y Canadá, se estableció por los Centros para el Control y la Prevención de Enfermedades (CDC por sus siglas en inglés) en el que también se prevé una cuarentena de 14 días.

Por tal motivo, la representación de la subdirección de Salud Municipal, dejó saber que el hospital Amerimed; Costamed, Laboratorios Laclicsa, Farmacias del ahorro, clínica Médica San Miguel, Hospital Internacional y Análisis del Dr. Simi, son los lugares que estarán ofreciendo sus servicios para la realización de cualquiera de las pruebas, destacándose que en el caso de las tres primeras clínicas, están registradas ante el Instituto de Diagnóstico y Referencia Epidemiológicos (InDRE) en Quintana Roo, mientras que el resto mantiene subrogaciones.

Para los visitantes, algunos centros de hospedaje han implementado estrategias que podrían facilitar la realización de la prueba desde los hoteles donde estén hospedados o incluso, realizar el traslado de los huéspedes a las clínicas, por lo que la iniciativa privada y el gobierno mantienen acciones que permitan seguir dando la garantía de éstos y otros servicios de calidad en el municipio, lo cual lo sigue manteniendo como un destino seguro, sobre todo al ser de los destinos del Caribe Mexicano con menor ocupación hospitalaria con el ocho por ciento.

LAKAM HA

El proyecto “Lakam Ha Cozumel Villas”, contemplado a construirse en la zona costera sur de la Isla, todavía no tiene “luz verde”. Mientras que Guadalupe Álvarez Chulim, presidenta de CITyMAR, confía en que se finquen responsabilidades a bióloga de SEMARNAT en Quintana Roo,  al aprobar la realización de dicho desarrollo pese a la violación de diversas leyes ambientales, el Ayuntamiento de Cozumel responde a demanda de la empresa desarrolladora al justificar incongruencias en la MIA.

La presidenta de la organización ambientalista Cielo, Tierra y Mar A.C. (CITyMAR) en Cozumel, Guadalupe Álvarez Chulim, celebró que el Ayuntamiento se mantenga firme con el rechazo al proyecto, asegurando que de manera paralela también está realizando acciones contra dicho desarrollo.

Como parte de las denuncias más recientes que se suman al caso de Lakam Ha Cozumel, se notificó a la ambientalista sobre la investigación que se estará realizando a la bióloga Araceli Gómez Herrera, encargada de la delegación federal en Quintana Roo, debido a que el proyecto que aprobó violenta diversas leyes ambientales vigentes y por ello se inició el procedimiento correspondiente en la Dirección General de Denuncias Ambientales, Quejas y Participación Social de la Procuraduría Federal de Protección al Ambiente (PROFEPA), al menos así lo informó Porfirio Ugalde Reséndiz, director de la dirección en mención.

Mientras tanto, el Ayuntamiento de Cozumel a través de la dirección de Asuntos Jurídicos que encabeza Lenín Caamal González,  emitió una contestación oficial a la demanda presentada ante el Tribunal de Justicia Administrativa por parte de la desarrolladora “El Jaguar, Servicios Inmobiliarios S. A. de C. V.”, ante la negativa para otorgarle los permisos que permitan que inicien los trabajos en el polígono donde estará ubicado el desarrollo.

“Este proceso podría tardar más de un mes porque faltaría el ofrecimiento y desahogo de las pruebas (si las hubiera), así como del informe para finalmente llegar al cierre de inscripción y la elaboración del proyecto de sentencia, pero para ello todavía está llevándose a cabo la primera etapa de respuesta que se verá con un atraso por las nuevas medidas sanitarias que se aplicarán de acuerdo a la semaforización por la pandemia del COVID-19”, señaló el abogado.

Como es de recordarse, en septiembre del 2020 se autorizó el desarrollo Lakam Ha, a través de la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT); sin embargo, el Ayuntamiento de Cozumel determinó que no permitirán la realización de éste por violentar diversas leyes ambientales en la Manifestación de Impacto Ambiental (MIA), motivo por el cual se emitió el rechazo a la obra por parte de la administración actual que encabeza Pedro Joaquín Delbouis, recordándose que el desarrollo se pretende edificar en el kilómetro 18.244 de la zona sur a través de un polígono de 66 hectáreas,  propiedad del ex presidente Municipal de Cancún, Gregorio Sánchez Martínez.

FAUNA EXÓTICA

Germán Méndez del Castillo, ambientalista de Cozumel, consideró importante que investigadores realicen un monitoreo y censo que permita identificar cuáles y cuántos individuos de especies introducidas pudieran haber en la localidad, como la presencia de un tigrillo que fue avistado en días pasados, toda vez que pudiera generar un desequilibrio ecológico con las demás especies, incluyéndose las endémicas.

El entrevistado aseguró que los datos estarían siendo proporcionados a gente experta del área de Ecología, así como de la Universidad de Quintana Roo para el posible monitoreo o censo, debido a que el felino debió de ser introducido de manera ilegal a la localidad y posteriormente liberado en la selva donde ahora deambula en busca de alimento, lo que a su vez lo llevaría a generar un desequilibrio ecológico por no ser su hábitat natural.

Germán del Castillo detalló que ente las características del tigrillo se observó el tamaño y los colores, lo que dejó asumir que su edad está entre infante y adolescente, lo que podría permitir su captura para realizar la extracción del mismo y llevarlo a su hábitat natural; sin embargo teme que al revelarse más datos, la opte por emprender una cacería de esta especie felina y con esto causar su muerte, por lo que consideró importante que las autoridades realicen acciones inmediatas para su aseguramiento y reubicación, sobre todo porque la zona donde se le avistó cuenta con una importante presencia de especies endémicas.
