COZUMEL, December – Historically and derived from the prevailing social confinement due to Covid-19, the Permanent Advisory Committee on the Carnival (CCP) is adhering to the World Health Organization’s (WHO) recommendations on avoiding crowds; therefore, with the endorsement of the Town Council, they determined to cancel Carnival 2021, one of the most traditional celebrations in Cozumel.

In a Council session that took place in the town hall, the mayor of Cozumel, Pedro Joaquin Delbouis, and members of the Town Council, endorsed the decision of the Carnival’s Committee participants and advisors concerning the cancellation of the celebration in honor of King Momo, just as Mazatlán, Campeche, Veracruz, Rio de Janeiro in Brazil, Barranquilla in Colombia, among others, have also resolved.

Consistent with the measures and actions implemented worldwide to reduce the number of contagions registered so far this year, the members of CCP, among which are Arturo Becerra, Chairman of the Committee, as well as María del Carmen Joaquín, Kenny Villanueva, Naty González, Cristino Olvera and Héctor Martínez Ramírez, made the decision to cancel the Carnival celebrations.

Such determination, was generated bearing that only this year’s Carnival gathered a crowd of over 135 thousand between the parade, dances and shows with internationally renowned performers  as Chayanne. Hence, given the size of the crowds that gather every year to celebrate is what lead to resolving on the cancellation, and thus be consistent with the measures and actions implemented by the Municipal Government looking after the health of the Cozumelenian people.

In another no less relevant subject, once the Institute for Cannabis Regulation and Control settles the guidelines for growing marijuana, members of the Villa Cozumel ejido (communal farmland) are looking to be pioneers in its industrial production, which will be done once the Official Gazette of the Federation (DOF) has made the official release.

Emilio Novelo Flores, commissioner of the Villa Cozumel ejido recalled that this initiative began in 2018 when they got approval from Guillermo Nieto Macotela, representative of the National Association of Cannabis Industries (ANICANN), who, at the time, stated his intention to launch the project on growing marihuana taking the ejidatarios (communal farmland holders) of the Island of the Swallows into consideration so they would be able to work their land and also bring about jobs by the income received from the industrial production of the weed.

“Doing it so will allow the ejido to support itself with something other than just tourism. In other words,  the project aims to boost the agrarian sector especially in view of the tourism collapse due to the Covid-19 pandemic”, said the interviewee who added that for this reason they had been expediting internal work in the ejido, such as the registration of at least 16 members who have been fitting out their lands; although the Villa Cozumel ejido has about 500 hectares that at one time could be worked, according to what the DOF may further allow.

The ejido Commissioner added that: “The approval of this Law is expected from the House of Representatives, since once it has is approved and published, it is only a matter of waiting for the organization of the Institute for the Cannabis Regulation and Control, since this will be the licensing body issuing the permits to towns, communities and ejidatarios for its growth”, he said.

Among the guidelines that the Institute may have, the ejidatarios expect these will take into account security, monitoring and other matters that must be recorded in the Regulations issued in order to have the registry of which ejidal districts are to be allowed start with growing it for industrial use; so, it is only a matter of waiting for the 2021 fiscal year in order to know whether or not they will be able to launch the long-awaited project for the ejidatarios.

In closing this week’s Informative Collage, Cozumel hosted the MX Climate Summit with the Solid Waste Forum celebrating the 20th Anniversary of the National Association of State Environmental Authorities, chaired by Miguel Nadal, Environmental Protection Attorney General in Quintana Roo, an event that brought together environmental authorities from different states to participate in the Fourth Extraordinary Session of the Association’s General Assembly.

Given the concern of different non-profit organizations responsible for generating the conditions to accomplish the right to a healthy environment, the event was created and fostered to achieve a broader platform exchanging experiences through the participation of their leaders. The highlight was the work done by Va por la Tierra, and Carmen Aún and Mario Moran, actors of the film “Más Allá de la Herencia” (Beyond Heritage), were present to talk about the film that essentially speaks about the protection of the environment.

During this forum, Efraín Villanueva Arcos, head of the Ministry of the Environment (SEMA) in Quintana Roo, spoke about the Law on Comprehensive Management and Circular Economy of Waste Products of the State of Quintana Roo. This last speaker shared that they seek to Reduce, Reuse, Recycle and, above all, avoid garbage generators specifically for the islands where laws have already determined that they are exclusion zones for plastics that end up polluting the environment and for which he expects that the Law will be promptly implemented.

COZUMEL, diciembre.- De manera histórica y derivado de la confinación social que todavía prevalece por el Covid-19, el Consejo Consultivo Permanente del Carnaval, acata las recomendaciones de la Organización Mundial de Salud (OMS) para evitar aglomeraciones, por lo que determinaron, con el aval de Cabildo, cancelar las fiestas de mayor tradición para Cozumel como serán las fiestas del Carnaval 2021.

Fue a través de una sesión del Consejo que se llevó a cabo en el municipio en la cual, el alcalde cozumeleño Pedro Joaquín Delbouis, junto con los integrantes de Cabildo, avalaron la determinación de los integrantes y asesores del carnaval respecto a la cancelación de las fiestas en honor al Rey Momo, tal y como lo han determinado en Mazatlán; Campeche, Veracruz, Río de Janeiro en Brasil, Barranquilla en Colombia, entre otros.

Entre los integrantes del CCP, Arturo Becerra, Presidente del Consejo, así como María del Carmen Joaquín; Kenny Villanueva, Naty González,  Cristino Olvera y Héctor Martínez Ramírez, tomaron la decisión de cancelar el Carnaval, en congruencia con las medidas y acciones que se han implementado a nivel mundial para mantener una disminución de contagios en las cifras que se han registrado en lo que va del año.

Tal determinación, fue generada en el entendido de que tan solo en el carnaval del año corriente, logró reunir a más de 135 mil espectadores entre los paseos, bailes y presentaciones de artistas de talla internacional como fue durante el espectáculo que ofreció el cantante Chayanne, es por ello que debido a la cantidad de personas que se aglomeran año con año para esperar dichas celebraciones, se determinó la cancelación, y así poder mantener la total congruencia con las medidas y acciones que se han implementado desde el Gobierno Municipal para cuidar la salud de los cozumeleños.

En otra temática no menos relevante, los integrantes del Ejido Villa Cozumel, buscan ser los pioneros en la producción industrial de la marihuana una vez que el Instituto para la Regulación y Control del Cannaabis concrete los lineamientos para su cultivo, lo que se concretará una vez que se realice la publicación en el Diario Oficial de la Federación (DOF).

Emilio Novelo Flores, comisario del ejido Villa Cozumel,  recordó que dicha iniciativa ejidal inició en el 2018 cuando recibieron el visto bueno de Guillermo Nieto Macotela, representante de la Asociación Nacional de Industrias del Cannabis (ANICANN), quien en ese entonces, planteó su intención de catapultar su proyecto del cultivo de la marihuana, considerando a los ejidatarios de la Isla de las Golondrinas para que puedan trabajar sus tierras y a su vez generar empleos al recibir ingresos con la producción industrial de la hierba.

Con ello, se busca evitar  que el sector ejidal siga sosteniéndose nada más de lo que perciben del turismo; es decir, con el proyecto se pretende impulsar al sector agrario, sobre todo ante el desplome que se ha generado en materia turística a causa de la pandemia del Covid-19, aseguró el entrevistado quien agregó que por ello habían sido agilizando trabajos internos en el ejido, tales como el registro de al menos 16 integrantes que han estado efectuando adecuaciones a sus tierras, aunque el Ejido Villa Cozumel, cuenta con cerca de 500 hectáreas que en un momento dado pudieran trabajarse, de acuerdo a lo que se permita una vez realizada la publicación del DOF.

El comisario ejidal agregó que se espera la aprobación de dicha Ley en la cámara de Diputados, porque una vez aprobada y publicada la misma,  solo tendrán que esperar  a la constitución del Instituto para la Regulación y Control del Cannaabis, debido a que será a través de dicha instancia que se emitan las licencias del cultivo a pueblos; comunidades y ejidatarios, dijo.

Entre los lineamientos que pudieran tenerse desde dicho instituto, los ejidatarios esperan que pueda contemplarse el tema de la seguridad, el monitoreo y demás puntos que deberán de quedar registrados en los reglamentos que se emitan para iniciar con el registro de qué zonas ejidales podrán iniciar con el cultivo de uso industrial, por lo que solo resta esperar al ejercicio fiscal 2021 para saber si podrán o no iniciarse en el ansiado proyecto para ejidatarios.

Para finalizar el Collage Informativo de esta semana, Cozumel fue sede de la Cumbre por el Clima MX  con el Foro de Residuos Sólidos donde celebró  el 20 Aniversario de la Asociación Nacional de Autoridades Ambientales Estatales, el cual presidió Miguel Nadal, Procurador de Protección al Ambiente en  Quintana Roo, evento en el que se reunieron autoridades ambientales de las distintas entidades federativas para participar en la Cuarta Sesión Extraordinaria de la Asamblea General de la Asociación.

Ante la inquietud de distintas sociedades civiles existentes, cuya responsabilidad es generar condiciones para llegar a cumplir con el derecho a un medio ambiente sano, fue generado e impulsado el evento para contar con una plataforma más amplia donde intercambiaron  experiencias mediante la participación social de sus liderazgos, destacando el trabajo de la Organización Va por la Tierra, los actores Carmen Aún y Mario Morán, actores de la película “Más allá de la herencia”, quienes estuvieron presentes para platicar acerca de la película cuyo tema principal es la protección al medio ambiente.

Durante dicho foro se contó con la intervención de Efraín Villanueva Arcos, titular de la Secretaría de Medio Ambiente (SEMA) en Quintana Roo, quien abundó en el tema de la “Ley de Gestión Integral de Residuos y Economía Circular del Estado de Quintana Roo”. Este último ponente compartió que buscan Reducir, Reutilizar, Reciclar,  y sobre todo, evitar generadores de basura, específicamente para las islas donde las leyes ya han determinado que son zonas de exclusión de plásticos que terminan contaminando el ambiente y para lo que espera una pronta aplicación de le ley.
